I shall tell you.

A cusp is the point at which the sun moves into a new astrological sign. If you were born near the very end or beginning of an astrological sign, you are considered to be born “on the cusp.”

Cusp-born people typically feel most strongly the aspects of their actual sign, but may feel influence from the sign directly before or after them. 

I, for instance, am born on February 20th. That’s only one day after the sun moved from Aquarius to Pisces. I am technically a Pisces, but I definitely have a lot of Aquarius influence in my personality. 

My younger brother is a cusper too. October 21 is one of the last days before Libra turns into Scorpio. Sometimes I swear he is all Scorpio, even though he is technically a Libra.

In conclusion, just because you are born on the cusp does not mean that you are not truly a Pisces (or Libra, or whatever), it just means that you were endowed with aspects from the sign you just barely missed being born into.
